Here is the relationship between the fields in UM_GLQ_REPRTING table and tree nodes.

The level of the tree corresponds to the field. For example, for the PROGRAM_CODE=10006, UM_PROG_CAT1 is based on the level 3 of the tree. Some program codes do not have all the level, such as PROGRAM_CODE=80073. The UM_PROG_CAT_3, & 3_D, UM_PROG_CAT_4 & 4_D, UM_PROG_RESTR_1 & 1_D, UM_PROG_RESTR_2 & 2_D, and UM_PROG_RESTR_3 & 3_D fields for the PROGRAM_CODE=80073 are all blank in UM_GLQ_REPRTING table since there are no tree nodes below level 4.
