Only Power BI HUB site owners or members can give access to other users. When a user requested an access, site owner needs to give "Visitor" access on Power BI HUB page to the user.

If you click "Accept" on the request via email, it will automatically give "Edit" permission for the site. Follow the instruction below to give the user "UMS Power BI HUB_O365 Visitors (Read)" access.
Go to gear icon on the top right corner and click "Site Permissions"
Click "Advanced permissions settings"
Click "Grant Permissions"
Click "SHOW OPTIONS" and choose "UMS Power BI HUB_O365 Visitors (Read)" under permission level.
When you start entering email address, the name should automatically show up. Uncheck the box for 'Send an email invitation'. Click "Share".
You can click each group and see the list of users in the group
Notify library administrator for the user and the administrator can add the user's permission for the library. (Instruction is on Managing SharePoint Library Access page.)
